Millinder was preceded in death by his legally adopted father, Harry Millinder, grandfather, John Gettle Sr., and niece, Elizabeth Clemens. His surviving siblings include Stacia Millinder, James Millinder, Alan Millinder, Stephen Wingert, Michael Wingert, Cynthia Clemens, and Brittany Newmaster. He also had six nieces and eight nephews at the time of his passing.

Millinder attended ELCO High School and the Lebanon Career and Technology Center. He was the first male cheerleader at his school, alongside his younger sister. Those who knew him remembered his skill with computers and his love for working on his car and planning for events.
